O’Connor was an Elmhurst Queens lawyer. He was also a politician from New York. He was District Attorney of Queens County, New York from 1956 to 1965. He was the son of Irish immigrants. He was raised and brought up in Elmhurst and graduated from Newtown High School and Niagara University in 1932, and from Brooklyn Law School in 1934. Frank practiced law in Queens and was very active in the Democratic Party. He died on December 2, 1992, at the Booth Memorial Hospital in Flushing from head injuries he had suffered 13 days earlier when he fell down a flight of stairs at his home.Our Elmhurst office is at 54-14 74th Street, near Roosevelt Avenue and a short walk from Elmhurst Hospital. Elmhurst is one of the most internationally diverse neighbourhoods in the country, and that creates estate planning questions most families never hear about. The biggest one involves non-citizen spouses. A US citizen can leave an unlimited amount to a citizen spouse free of federal estate tax, but that unlimited marital deduction does not apply when the surviving spouse is not a citizen. Families in that position often need a Qualified Domestic Trust, or QDOT, to defer the tax rather than face it at the first death. Property owned abroad, relatives who are heirs but live overseas, and documents executed in another country all raise similar complications, and all of them are easier to solve before death than after.
